Overreach in the name of progress can be ill conceived. Over-structuring the natural course of the Missouri, Illinois, and Mississippi Rivers led to disastrous flooding in 1993. Whole communities that depended upon the decisions of engineers were engulfed in water. The artist lived here at one point.
